In 1986, Bangladesh Small and Cottage Industries Corporation (BSCIC) under the Ministry of Industries (MOI) started  a Technical Assistance (TA) project named “ Self-employment for rural destitute women through cottage industries” to develop the socio-economic status or poverty erdication of the distressed women with the financial assistance of International Labor Organization (ILO) & Finland International Development Agency (FINNIDA).

The first phase of this project has been started among 100 families of 2 Unions of Rangpur District of Bangladesh  and then  the 2nd phase of this project expaned in another district Nilphamary (Manga area-Nortern part of the country) in 1988.

After getting satisfactory results from the first and second phases of this project, BSCIC and the Ministry of Industries (MOI) both agreed to expand third phase of this project  (from May 1991 to December 1998) by involving 16,500 distressed women  for income generating activities and for creation of employment opportunities in another five districts, 20 Upazilas, 55 Unions and 550 villages with  the assistance of the Royal Netherlands Government.

Before completion of the third phase the project was registered (under Trust Act 1882) with the legal identity of  SERWTCI as per the condition of the project document.
